Accounts and Billing General Procedures

To establish a computer account with EITS, two account numbers must be created: a Master Account Number, and one or more User Account Numbers. Also, each person requesting an account, should complete an access request form specifying the appropriate resource desired.

The master account number corresponds to a University of Georgia Chart of Account number. Each individual department designates an Account Manager to assume budgetary responsibility for all accounts within the department.

The user account number is assigned to the master account and identifies the associated user ids which are grouped by the user account number.

Rates for computer accounts are determined by The University of Georgia Accounting Division according to costing methods established to comply with Federal guidelines. These guidelines require that the rates be based on recoverable costs only and that they be non-discriminatory.

Usage rates identified as supply charges apply to resources for which billed amounts are fully collectible. Supply charges may consist of paper, computer forms, disk space for permanent storage of data, and magnetic tape storage. The rates identified as machine charges apply to usage for which billed amounts are subject to varying collection percentages as a function of the funding source as prescribed by University Administrative policy.

An allocation to cover machine charges is made to each University of Georgia user group based on known commitments or needs, historical usage patterns, and projected growth. The University's Information Technology Policy Board is responsible for deciding and allocating these amounts.

In establishing accounts, EITS will strictly observe state laws on the use of state resources by state employees. Under these laws, university computing facilities cannot be used by state employees for direct personal gain. EITS will not establish accounts for a state employee where usage might violate these laws.
